Biography:

Carmen Whitson has been the Staff Associate for Budget and Science Strategy in CISE since October 2010. She represents CISE on the Budget, Planning and Liaison Group (BPLG) and coordinates and oversees the preparation and analysis of the CISE Congressional budget materials to ensure that they reflect CISE's scientific/technology goals, priorities and plans. Carmen collaborates closely with CISE management to ensure that CISE scientific, budget and management plans are in alignment with CISE and NSF priorities.

Prior to coming to CISE Carmen was the Staff Associate for Planning and Coordination in OD/OCI for four years where she provided strategic insight in the planning and administration of the Office of Cyberinfrastructure programs and budgets. Prior to coming to NSF, Carmen worked as a contractor for the Department of Homeland Security in the Science and Technology Directorate.  Carmen previously worked at NSF for three years as an Associate Program Director in CISE where she helped to coordinate the NSF-wide Information Technology Research Program.

Carmen holds a Masters Degree in Engineering Management from the George Washington University and a Masters Degree in Electrical Engineering from Cornell University.
