Fiscal Year 2022 Appropriations

On March 15, the president signed into law the Fiscal Year 2022 omnibus that funds the federal government for the rest of FY 2022, which ends on September 30, 2022. The House passed the measure by a vote of 249 to 180 on March 9, and the Senate approved it the next day by a 68-to-31 vote.

The "Consolidated Appropriations Act of 2022" (Public Law 117-103) provides $8.8 billion for the U.S. National Science Foundation, an increase of $351.2 million, or 4.1%, above the FY 2021 appropriation. It provides $7.2 billion for the Research and Related Activities account; $1.0 billion for the Education and Human Resources account; $249 million for the Major Research Equipment and Facilities Construction account; $400 million for the Agency Operations and Award Management account; $4.6 million for the National Science Board account; and $19 million for the Office of Inspector General account.

From enacted levels to the FY 2022 Current Plan, funds were transferred from the Research and Related Activities account (-$20.62 million) and the Education and Human Resources account (-$4.28) and into the Agency Operations and Award Management account (+$24.90 million).

NSF also intends to execute the following transfers for the FY 2022 Current Plan:
- $8.48 million from the Major Research Equipment and Facilities Construction account to the Research and Related Activities account to address rising operating costs at major research facilities due to the inflationary effects on commodity prices and the lingering impacts of delays in the support of Antarctic research due to COVID-19.

- $147.74 million from the Research and Related Activities account to the Education and Human Resources account to consolidate the Graduate Research Fellowship Program (GRFP) into the Directorate for Education and Human Resources as presented in the FY 2022 Budget Request.
