Position Summary

The Directorate for Education and Human Resources (EHR) is offering a detail opportunity to serve as the Senior Advisor for Partnership Development, Office of the Assistant Director for Education and Human Resources (OAD/EHR). This detail is open to all qualified permanent NSF employees. The initial appointment will be one year with the possibility to extend for an additional year, in 120- day increments. For purposes of pay and benefits, the selectee will continue to encumber the position from which detailed. The individual selected will be required to file an “Executive Branch Personnel Public Financial Disclosure Report” (OGE-278) in accordance with the Ethics in Government Act of 1978 at the beginning and completion of the detail assignment.

Position Description

The position is located in the Office of the Assistant Director, Directorate of Education and Human Resources (EHR). The mission of EHR is to provide the research foundation to develop a diverse science, technology, engineering, and mathematics (STEM)-literate public and workforce ready to advance the frontiers of science and engineering for society. The Directorate’s programs are cross-Foundational and cross-agency requiring significant coordination and collaboration across organizations.

The Senior Advisor will serve as a member of the EHR leadership team, will be the EHR point of contact on partnership development and implementation, including developing new partnerships, maintaining key partnership relationships, and bringing an understanding of NSF partnership policy and programs to discussions with potential partners. The Senior Advisor will also provide senior level policy expertise and advice, participate in strategic planning, and represent EHR on internal and external senior level partnership, policy and planning bodies.

Professional/Technical Requirements: Ph.D./Ed.D. or a combination of education and equivalent professional experience, in science, technology, engineering or mathematics (STEM).

QUALITY RANKING FACTORS: Final ranking is based on an evaluation of experience, education, and training as they relate to the knowledge, skills and abilities specified in the following factors:

• Knowledge of STEM education research and of current and emerging trends in STEM and STEM education.

• Knowledge of STEM education policy issues at Federal and state and/or local level.

• Recognized professional standing in the STEM, STEM education and/or learning sciences communities, as evidenced by a sustained record of scholarship, professional, and leadership activities.

• Demonstrated ability to anticipate, design, plan, coordinate, and manage policy-related tasks to achieve organizational objectives.

• Ability to effectively and convincingly present and advocate policies and plans to peer groups, high-level decision making and policy groups, and Congressional staff, with major attention to STEM education research and policy.
