The Office of Integrative Activities (OIA) is offering a Temporary Promotion opportunity to serve as the Senior Advisor for Strategy and Evaluation, (AD-5) in the Office of Integrative Activities (OIA), Office of the Director (OD). This Temporary Promotion opportunity is open to all qualified permanent NSF employees and would be for a period of up to 12 months. The individual selected will be required to file an “Executive Branch Personnel Public Financial Disclosure Report” (OGE-278) in accordance with the Ethics in Government Act of 1978 at the beginning and completion of the detail assignment.

Position Description

The Senior Advisor for Strategy and Evaluation will have responsibility for a significantly expanded role compared with GS-15 or AD-4 positions. The Senior Advisor for Strategy and Evaluation is a principal advisor to the Section Head, Evaluation and Assessment Capability. The Senior Advisor for Strategy and Evaluation provides policy and administrative expertise to the Section Head in assessing and addressing major collaborative initiatives and key issues involving the evaluation of the Foundation’s Merit Review process and its support of research, engineering and education. The incumbent is expected to represent NSF positions and policies when representing NSF externally and when coordinating activities across NSF. The incumbent is responsible for coordination of matters on budget and planning and is responsible for the development and coordination of special studies and reports on matters that are of special interest to the National Science Foundation. Duties also include leading policy analyses to study and develop evidence‐based recommendations for enhancing the NSF merit review process, overseeing merit review pilot activities, managing updates to the agency’s Learning Agenda, and developing the FY 2024 Annual Evaluation Plan.

The position recruited under this announcement will be filled under the following appointment option(s):

Temporary Excepted Service Appointment: Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits and life insurance) are applicable for appointments of more than one year. Temporary appointments may not exceed three years.

  1. Knowledge of Federal planning and programming processes, including grants and contracts administration, fiscal management, and budget preparation with experience in scientific research support and infrastructure building.


  1. Demonstrated experience in planning and managing evaluations, assessments, or analyses of organizational performance, public and science policy, research programs, or complex STEM education projects.


  1. Demonstrated ability to foster communication, cooperation, and collaboration with senior agency leadership in using data to inform strategic planning and decision making.


  1. A combination of education and experience in science and engineering related to the NSF mission or in the management, administration, or oversight of science and engineering programs.
