Position Summary

The Office of International Science and Engineering (OISE) in the Office of the Director at the U.S. National Science Foundation (NSF) is seeking an Associate Program Director through a Temporary Excepted Service Appointment (FED-TEMP). The initial appointment will be for 1 year and may be extended up to 3 years by mutual agreement. 

OISE is the NSF focal point for international science and engineering activities inside and outside the Foundation. OISE promotes an integrated, Foundation-wide international engagement strategy and manages internationally-focused funding programs that are innovative and catalytic. OISE focuses on international activities and representation to promote innovation among the U.S. research community through leveraging international knowledge, infrastructure, and capabilities. Additionally, OISE’s analytical efforts support evidence-informed decision-making to further these objectives. OISE also ensures that NSF activities align with current U.S. national security and foreign policy. OISE is divided into three sections: Business Operations, Country and Regions, and Programs and Analysis. Position Description

The OISE Associate Program Director will be responsible for performing the following major duties and responsibilities, or a subset thereof:

Program Management

Contributes to the proposal review and evaluation process for proposals submitted to OISE programs or cross-NSF initiatives. The Associate Program Director may be assigned to one of OISE’s funding programs to work in coordination with another Program Director. The Associate Program Director’s responsibilities may include participating in the selection of individuals to provide objective reviews of proposals; contributing to building a healthy portfolio of awards; and contributing to recommendations for program improvement. The Associate Program Director may also conduct internal and external representation to ensure awareness of OISE programs.

Data Management and Analytics

Contributes to strategic and operational reporting to track progress on OISE performance goals in assigned programs. Responds to requests for data on OISE’s and the NSF’s portfolio of investments. Contributes to data-informed narrative reports and visualizations to inform OISE program planning and decision-making.

Science Diplomacy and Representation

Working with colleagues across OISE and NSF, the Associate Program Director monitors political, economic, social, and scientific developments in assigned countries; contributes to interpretations and reports on the significance of developments to NSF and the U.S. science and engineering research and STEM education community for those countries; represents NSF’s interests to a range of international and interagency entities; and performs analyses and make contributes to recommendations in the form of written and oral presentations to OISE leadership, NSF decision makers, and domestic and foreign counterparts including both government and non-government.

The position recruited under this announcement will be filled under the following appointment option(s):

Temporary Excepted Service Appointment: Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits and life insurance) are applicable for appointments of more than one year. Temporary appointments may not exceed three years.

Candidates must have a Ph.D. in a relevant field, plus after the award of the Ph.D., four or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in a relevant field, plus after the award of the degree, six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Relevant STEM fields include biological, mathematical, physical, social, behavioral and economic sciences, computer and information science and engineering, engineering, geosciences, and STEM education research.

The successful candidate will demonstrate all or a subset of the following: 1) experience organizing, implementing and/or evaluating international research or training programs in science, engineering or STEM education; 2) competence in application of data analytics and related tools to assessing the impact of investments in international collaboration in STEM workforce development and/or research excellence; 3) skill in developing and implementing international collaborations and partnerships related to science, technology, innovation, engineering, and/or STEM education; 4) experience interacting with international entities and/or forums.
