Important information about NSF’s implementation of the revised 2 CFR

NSF Financial Assistance awards (grants and cooperative agreements) made on or after October 1, 2024, will be subject to the applicable set of award conditions, dated October 1, 2024, available on the NSF website. These terms and conditions are consistent with the revised guidance specified in the OMB Guidance for Federal Financial Assistance published in the Federal Register on April 22, 2024.

Important information for proposers

All proposals must be submitted in accordance with the requirements specified in this funding opportunity and in the NSF Proposal & Award Policies & Procedures Guide (PAPPG) that is in effect for the relevant due date to which the proposal is being submitted. It is the responsibility of the proposer to ensure that the proposal meets these requirements. Submitting a proposal prior to a specified deadline does not negate this requirement.

EGFP: Budget and Common Form Requirements


The EGFP exclusively funds the stipend and the associated cost of education (COE) allowance of each Fellow. Section F.1 of the proposal budget, “PARTICIPANT SUPPORT COSTS” must include the proposed stipend, and the associated COE must be included under section F.4., “OTHER”. (See PAPPG Chapter II.D.2.f).  Additionally, the “Current and Pending (Other) Support Common Form”, must be completed for any proposed PI, co-PI(s) and other Senior/Key Personnel. As part of this Common Form, the individual will enter the Person-Month(s) or Partial Person-Months Per Year to be devoted to the Project.  PAPPG Chapter II.D.2.h, provides additional guidance for completion of Current and Pending (Other) Support. The budget includes the proposed costs for the Fellow(s) to be supported by NSF. The Common Form includes the proposed estimated time to be spent managing the program by the PI, co-PI(s), and other Senior/Key Personnel. Both documents are needed for NSF to evaluate the proposal.

Saving the Budget with Only Stipend and COE

To save the budget with only a stipend and allowance, the PI can remove the names in the budget from section A. There is a manage link where you can remove people from the section of the budget.
