Rowell joins OPP as Antarctic logistics program manager

W. Andrew Rowell, a graduate of The Citadel Military College of South Carolina, has joined OPP’s Antarctic Infrastructure and Logistics (AIL) Section as logistics program manager. Rowell started his federal career as a Logistics Management Specialist in the Department of the Army Civilian Logistics Career Management Office (CLCMO) intern program at Ft. Lee, Virginia where he developed a strong logistical foundation through strategic working groups, classroom courses and on the job training at Ft Belvoir’s Directorate of Logistics and Joint Base Lewis-McChord. During this program, Mr. Rowell also graduated from the Quartermaster Basic Officer Leaders Course (QM BOLC) at the Army Logistics University (ALU) alongside newly commissioned Lieutenants in the U.S. Army.

Prior to joining AIL, he was the Services and Logistics Division Chief for HQ Air Force, Secretary of the Air Force Administrative Assistant Operations Directorate (SAF/AAO) at The Pentagon. He also served as the Civilian Base Commander of Jalalabad Airfield in support of the DoD Expeditionary Civilian program where he oversaw and directed all base life support and logistical operations for approximately 2,500 joint military members, contractors, and DoD civilians. Prior to his time as a DoD civilian with the USAF, Mr. Rowell worked with the Defense Logistics Agency (DLA) and spent time as the Director of Logistics where he successfully supported Operation Resolute Support NATO mission under United States Forces Afghanistan (USFOR-A) Commander Gen John W. Nicholson and was submitted for the Joint Meritorious Civilian Service Award. He’s received the Army Superior Civilian Service Award, Outstanding Civilian Service Award, NATO Medal and the Global War on Terrorism Medal.
