NSPM-33 Implementation Guidance

The Disclosure Requirements and Standardization section of the "Guidance for Implementing National Security Presidential Memorandum 33 (NSPM-33) on National Security Strategy for United States Government-Supported Research and Development" was developed by the National Science and Technology Council Research Security Subcommittee. The objective of this guidance is to provide clarity regarding:

• Disclosure requirements (e.g., who discloses what, relevant limitations and exclusions.
• Disclosure process (e.g., updates, corrections, certification and provision of supporting documentation).
• The expected degree of cross-agency uniformity.

The U.S. National Science Foundation (NSF) has agreed to serve as steward for the guidance and common forms on this webpage.

Agencies should work with their Paperwork Reduction Act Officers to obtain approval from the Office of Management and Budget (OMB) to use the common disclosure forms. For assistance in identifying your agency's PRA officer, please contact Suzanne Plimpton at splimpto@nsf.gov.

The guidance linked below, titled NSPM-33 Implementation Guidance Pre- and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending (Other) Support, provides reference information regarding pre-award and post-award disclosures. It includes:

• The types of activities to be reported.
• Where such activities must be reported in the application.
• When updates are required in the application and award lifecycle.
• Activities that are not required to be reported.

The table found in the guidance supersedes in its entirety Table 2a and Paragraph 7 of the Disclosure Requirements and Standardization Section of the NSPM-33 Implementation Guidance.
