This codebook describes the data lineage of the ‘Numbers by State’, ‘Trends’, and ‘Details’ sections of the public dashboard.

Global Data Filters
Funding Rate:
Fiscal Year:
- Allows users to filter data from specific fiscal years. Users can select multiple fiscal years to analyze the data from 2011 to 2024.
Competitive Proposals:
- Only Competitive Proposals are loaded.
Competitive proposals include full proposals for grants, cooperative agreements, fellowships, and interagency agreements that are new projects, renewals, or accomplishment-based renewals.
In addition, competitive proposals and awards include those managed by programs that are majority funded by NSF direct appropriations with the intent of providing information on the decisions that were made with NSF appropriations. Therefore, programs whose predominant source of funding are one of the following are excluded:
- H1B Visa Fees
- Donations
- Deposit Funds
IPA (Intergovernmental Personnel Award) Proposals:
- IPA proposals are excluded.
Organization:
Funding rate data is restricted to Managing Organizations in these Directorates: BIO, CSE, EDU, ENG, GEO, MPS, O/D, SBE, TIP.
Award Obligation:
Fiscal Year:

Definition: Count of new competitive proposals and renewal requests for funding which received a final award decision in the given fiscal years.
Construction: This metric is calculated by doing a count of all competitive proposals.
Output Type: Integer
Possible values: No limit; depends upon Dashboard criteria selected.
Dashboard Filtering Conditions: Fiscal Year, Minority Serving Institutions, EPSCoR State, Institution Type, Institution.
Note: Any combination of filters results in an institution having an overall Proposal Evaluated count of < 10 (based on top-level trend), then those institutions will be shown in an aggregate bar labeled "Multiple Institutions" in the Proposals Evaluated by Institution pane.
Any Combination of filters that results in a DIR/DIV having an overall Proposal Evaluated count <10 (based on top-level trend), then those will aggregate under a bar labeled as “Multiple Directorates/Divisions” in Proposal Evaluated by NSF Org pane.

Definition: The number of awardee institutions receiving funding in the given fiscal year. Excludes individual awardees. Includes funding on new awards as well as increments or supplements made to awards made in prior fiscal years. Only NSF direct appropriations are included.
Construction: The metric can be calculated from the institutional data in the ‘Detail’ tab of the NSF by the Numbers Page.

Definition: Sum of funding obligated in the fiscal year shown. Includes NSF direct appropriations. Excludes funding for administrative planning and related technology investments Shown in millions of dollars.
Construction: Award obligations can be calculated by the summation of award obligations. This data is public and presented in the award obligations information in the ‘Detail’ tab of the NSF by the Numbers Page.

Breakdown of NSF Funding by DIR/DIV, State and Institution
TAB: NSF by the Numbers
SECTION: Award Obligations
Description:
The lower half of the By the Numbers dashboard presents a breakdown of the selected metrics (proposals, awards, etc.) by funding to specific directorates, states, and institutions. This information can be constructed through award data in the ‘Details’ tab.
Note: the visualization of state trends per capita is calculated by dividing the metric selected by the population of the respective state. The population source is the United States Census Bureau’s “Annual Estimates of the Resident Population for the United States, Regions, States, and Puerto Rico”. Calculations are based on the population for the fiscal year selected.
FILTER OPTIONS IN NSF BY THE NUMBERS
Different sections within the dashboard include filtering options to select and modify the data presented. Filtering conditions are based on the definitions below. All information by which the filters select information is available in the award data in the ‘Details’ tab.
Fiscal Year:
Allows users to filter data from specific fiscal years. Users can select multiple fiscal years for analysis. Depending on the measure, it is based on fiscal year of proposal decision or fiscal year of obligation. For Proposals Evaluated and New Awards Funded, the fiscal year of decision. For NSF Funded Institutions and Award Obligation Amount, the fiscal year funds were obligated.
EPSCoR State
Filters states that qualify for the Established Program to Stimulate Competitive Research (EPSCoR). The EPSCoR states displayed are based on the EPSCoR designation effect in the Fiscal Year selected by the user.
Institution Type:
Filters according to the institution type that has received the award. This includes characteristics groupings of NSF funded institutions as indicated by the performing organization code, a self-reported institution classification.
Minority Serving Institutions:
Filters the institutions associated with proposals, awards, or obligations by their type of Minority Serving Institution (MSI). Note that MSI status is defined according to current status as captured in the NSF Institution database. Allows users to filter data by specific minority serving institution designations, such as:
MSIs, Non MSIs, Disabled Serving, High African American Enrollment (HAAE), Historically Black Colleges and Universities (HBCU), Hispanic Serving, High American Indian Serving, Native Alaskan Serving, Native Hawaiian Serving, Pacific Islander Serving, or Tribal Colleges, Majority Minority Serving and Universities.
Institutions: Filters according to the name of the institution or organization (i.e., college, business, or other entity) receiving the obligation.
TRENDS
The Trends tab of the NSF by the Numbers webpage enables side by side comparisons of different filter selections.

DETAILS
The Details tab of the NSF by the Numbers Dashboard provides information on all AWARDS matching the filtering criteria selected in the ‘Numbers by State’ tab. The Details tab does not show non-awarded proposals.
Note: Filters selected on the Numbers by State page will carry over and affect the Details page.

Variable:
Definition: Proportion of proposals is total number of proposals with principal investigators from groups underrepresented in STEM divided by total number of proposals. Investigators from groups underrepresented in STEM are principal investigators who identify as: (1) women or (2) members of racial or ethnic groups underrepresented in STEM (including African American/Black, American Indian/Alaska Native, Hispanic/Latino, and Native Hawaiian/Pacific Islander) or (3) persons with disabilities.
FY25 APG Goal:
FY25 APG Goal line value is generated by adding the baseline FY22 Proportion of Investigator Proposals to the 10% of Baseline FY22 Proportion Investigator Proposals.

Agency Priority Goal for FY 2024-2025: Improve representation in the scientific enterprise
Goal statement:
Impact: Improve representation in the scientific enterprise by making changes that will lead to an increase in proposal submissions led by individuals from underrepresented groups and from underserved communities.
Achievement: By September 30, 2025, NSF will increase both the number and proportion of proposals received from underrepresented and underserved 1) investigators and 2) institutions by 10 percent over the FY 2022 baselines.

Definitions:
Investigators from groups underrepresented in STEM are principal investigators who identify as: (1) women, (2) members of racial or ethnic groups underrepresented in STEM (including African American/Black, American Indian/Alaska Native, Hispanic/Latino, and Native Hawaiian/Pacific Islander), or (3) persons with disabilities.
Emerging research institutions are defined by the CHIPS and Science Act of 2022 as: "an institution of higher education with an established undergraduate or graduate program that has less than $50,000,000 in Federal research expenditures." The Higher Education Research and Development (HERD) Survey data for the 2020-2021 academic year was used to construct ERI flags.
Number of proposals is the number of new and renewal requests for funding that were received in a given fiscal year. Only proposals for competitive awards are included.

Global Data Filters
Fiscal Year:
Institutions having an award from 2011 to 2025 will be present in the dashboard’s Select Institution Name filter.
Fast Facts and Awards by Managing Directorate and Trends sections are displayed based on the activities in the past five fiscal years (2020 – 2024).
Competitive Proposals:
- Only Competitive Proposals are loaded.
Competitive proposals include full proposals for grants, cooperative agreements, fellowships, and interagency agreements that are new projects, renewals, or accomplishment-based renewals. In addition, competitive proposals and awards include those managed by programs that are majority funded by NSF direct appropriations with the intent of providing information on the decisions that were made with NSF appropriations. In cases where an award is transferred to a new institution, any additional funding provided to the new institution after the transfer is shown under the new institution.
Organization:
- Funding rate data is restricted to Managing Organizations in these Directorates:

Select Institution Name filter
A list of institutions having an activity between fiscal years 2011 to 2025 is available for selection.
Based on the Select Institution Name filter selection, the dashboard displays the Institution Name along with the details as mentioned below:
- City, State
- City and State Name pertains to the location of the Institution selected.
- MSI
- NSF maintains following set of indicator variables designed to identify institutions of higher education that serve minority populations or populations underrepresented in STEM.
“Disabled Serving, High African American Enrollment (HAAE), Historically Black Colleges and Universities (HBCU), Hispanic Serving, High American Indian Serving, Native Alaskan Serving, Native Hawaiian Serving, Pacific Islander Serving, or Tribal Colleges, Majority Minority Serving and Universities”.
Definitions for these variables originate from federal legislation, most of which are from the Higher Education Act. External data on institutional characteristics and student enrollment sourced from the Department of Education’s Integrate Postsecondary Education Data System (IPEDS) are used to construct these indicators.
- NSF maintains following set of indicator variables designed to identify institutions of higher education that serve minority populations or populations underrepresented in STEM.
- ERI
- The CHIPS and Science Act defines an Emerging Research Institution (ERI) as "an institution of higher education with an established undergraduate or graduate program that has less than $50,000,000 in Federal research expenditures" (see 42 U.S. Code § 18901 - Definitions).
The institutions can be classified as 'Emerging Research Institution' or ‘Non-Emerging Research Institution' or 'Unknown'.
YES/NO status indicates that an Institution qualify for the Established Program to Stimulate Competitive Research (EPSCoR). The EPSCoR states displayed are based on the latest EPSCoR designation effect in the past five fiscal years
