GEO Policies for Resubmitting Declined Proposals

The U.S. National Science Foundation Directorate for Geosciences follows guidelines for resubmitting declined proposals in the Proposal & Award Policies & Procedures Guide (PAPPG). However, some of its divisions have additional policies.

Division of Earth Sciences (EAR) 

If your EAR proposal has been declined, you cannot resubmit it for one year from the original submission date. After that period, you must substantially revise your proposal to resubmit it for reconsideration. If your proposal has not been substantially revised, we will return it without review per guidelines in the PAPPG

Division of Ocean Sciences (OCE) 

If your OCE proposal has been declined, you generally cannot resubmit it for one year from the original submission date. After that period, you must substantially revise your proposal to resubmit it for reconsideration. If your proposal has not been substantially revised, we will return it without review per guidelines in the PAPPG. However, we recognize that there could be special, time-sensitive circumstances where we may ask you to resubmit a revised proposal within a year. If that is the case, we will promptly contact you. 

We discourage you from resubmitting proposals that have been submitted twice or more and have not shown to be competitive for support. We follow the PAPPG and will communicate our preferred way to implement the policy in our recommendation for declined proposals.
